It can be confusing but is really simple.

1. There is an appropriations bill that has to be passed every year (Congress "funds" the government before the new year).
2. The appropriations bill can contain tens and even hundreds of different bills ("sections" of the appropriations bill like HR 1158 Cyber Hunt blah blah)
3. The House has already passed the appropriations bill and sent it to the Senate
4. The bill passed by the House originally did not contain Somalia debr relief language because Dept of State did not request it
5. When the controversy came out about Somalia possibly not getting debt relief because of technical glitch, probably Ilhan ran to Nancy Pelosi and lobbied the addition personally
6. Because the House already passed the bill and they couldn't go through the whole process, Nancy probay asked the Dem Senators to request it as a "Rider" (attach it to open section of the larger appropriations bill that was still not individually passed through the Senate)
7. Because the Republican bill Cyber Hunt blah blah also funds ICE, it was probably still one of the few sections of the appropriations bill that was still open (hadn't unanimously been approved in Senate because Dems wanted better look)
8. It was probay then added as a "Rider" by the Senate which means it is safe since the House will approve it unceremoniously and quickly when it is time to have the bill be signed by Trump in the new year
9. Because the vote is not close, Ilhan will continue with the Squad's position of not voting for any bill that funds ICE

Voltage, a similiar bill was already passed by the senate, once congress puts the two bills together then it goes to Trump to sign.

^I guess it is already in reconciliation then which was the cause for the alarm in the FP Magazine.

Still, appropriations originates in the House then goes to Senate then goes back to House to house to start reconciliation. Because the Senate has it again, that means they still haven't finalized reconciliation on their end which means it was the Avenue to add the Somali Debt Rider.

It is almost impossible in the house to add Riders. Almost always they have to originate in the Senate and the Somali Debt addition is a classic Rider.

In any case, I would wager a lot Ilhan Omar personally intervened to see the Somali Debt section was added after she, like all of us, woke up to the alarming news earlier in the week.

I think she actually had legit reasons to not vote for it. What comes off as insincere and shady is the fact that on social media she was taking credit for it when in fact she voted against it. If she would've come out and said I support Somalia debt relief, but because of these other things in the bill I can't vote for it, people wouldn't view her with a suspicious eye. What she did instead was tweet out how we got it done and how great Somali debt relief is, when she voted against it.

This is the most interesting part . Logically any Somali would love a debt free Somalia , so I don't think she was against the bill but she didn't vote for it any way because of other issues , so she shouldn't be bragging about that "We have done" if she vote against it.
