First thing FGS should do after Debt Relief

They should not build schools, construct roads, or even print money, etc. Instead they should simply raise the salaries of army officers, build military bases, military hospitals, and make the military/police an attractive career path for a lot of the jobless youth and bajaaj drivers. Pay them directly, support their families after death, and care for them during injuries.

I will do this so that SNA can defeat/neutralize Alshabaab and get Amisom out of Somalia. Without getting these two things done, Somalia is not a sovereign nation. To be honest its quite embarrassing to be escorted and flanked by foreign troops in your own homeland. Shabaab are not enemies from another planet, they are Somali kids that are from the soil, we can only defeat them with our own people whether in the battlefield or ideologically. No need to feed foreigners to kill our own kids. I am actually surprised the government hasn't taken a strong stance to transfer funds from Amisom to SNA recruits since the salary of one Amisom will pay for 4 brave Somali soldiers.

Shabaab's impact and fighting powers are moot, they don't pose any existential threat, they are engaged in 'hit and run' operations and disguise themselves in the general public, you are never going to defeat them with Amisom tanks or personnel but through intelligence gathering and coordination. So the more Somali soldiers, intelligence officers, police officers, and covering remote army bases with enough men/supplies/ammunition to keep them off major transits and cities is the best way to deal with them. This will require vast resources and funding and that is why i believe the first major investment should be geared towards them.

All these other rosy and national plans are nothing without strong security and army that protect and defend the nation from external and internal threats.
