Ethiopia has been active in Somalia's internal affairs in each of the past FG, TFG & TNGs. Melez Zenawi was the architect of Somalia's federalism (aka Balkanization) system. Ethiopia also supports various warlords, militias, members of parliament, etc. It's backed by powerful foreign govs, entities, individuals, religious institutions, etc--for a number of reasons, the main one being so that Somalia can never threaten Ethiopia's existence. So, president Farmaajo and upcoming presidents (for the foreseeable future) aren't in a position to do what you suggested.

Yes he easily can, Ethiopia is a force of destabilization in Somalia and has committed a fair amount of atrocities. They even worst than Kenya due to their sheer amount of nonAMISOM troops in the nation. They serve not the Somali peoples interest but their own.
