Sahal, Xaliimo Yare technically is part of a neutral, independent mutal commission for elections. That said, yes I agree in she reality isn’t right in the middle neutral. Farmaajo, Kheyre can always use plausible deniability and say well we wanted on time elections but our electoral commission said its not possible.
