There is currently a debate about whether Khaire or Mahdi Guled should be the interim PM at this moment in time but I believe Khaire probably refused to stay on and vacated his office after handing in his resignation.
Beyond that I feel that Somalia has many issues regarding this current constitution that is only provisional. Many things such as not clarifying the relationship between the federal and state governments' respective powers and responsibilities as well as having both the president and prime minister being strong. The unclear status of Mogadishu as capital and the illegal claiming of Somaliland also needs to be fixed
