However on the flip side since Xamar is the capital of the country it is an open issue between all Somalis from Ras Caseyr to Ras Kamboni.
If you don't want others involved in Xamar then it won't continue to be the capital and receive the sort of focus it gets now. A simple concept really.

Ultimately I believe that Somalia should follow the Canada example whereby the capital of the whole nation is at the same time part of a first tier constituent unit (province/state/region)
