Two or more regions requirement

Any Somalian here wanting to keep the part of their country's provisional constitution which says that every pre 1991 region must after two years maximum join up with at least one other region to form a federal member state

Or do they want to amend this rule so that regions that existed before the collapse of the dictatorship should stand alone?

I think that two or more regions should form an FMS so that it would mean FMSs being more stronger in rejecting domination from the central government. Look how Puntland is thriving without the SFG having any power over them whatsoever
