Benadir State hasn't happened cannot happen UNILATERALLY for the same reason;
1. 4.5 cannot be gotten rid of unilaterally
2. Federalism cannot be gotten rid of unilaterally
3. The Capital City cannot be changed unilaterally
Etc etc etc
By "unilaterally," I mean even the Parliament cannot do it as a single organ. The cabinet cannot do it as a single organ. The Courts cannot do it as a single organ. The PM's office cannot do it as a single organ. Even the President's office cannot do it as a single organ.
And certainly no single tribe, community, or region.
It is the basic TRUST that brought us together under a single government unless you want to say this is like 1994 or something and anyone just declares anything in their village or goof and there is no universally agreed upon Government in existence.
If you learn a basic word, you understand the entire process about such fundamental underpinning of our State Formation.
PLEBESCITE.

Nevertheless, I am simply sharing my understanding of the State Building Process in the hopes I contribute to furthering someone else's.
Benadir State cannot happen and hasn't happened, because it requires a PLEBESCITE.
It is also very likely why it will never happen.
It is also why it cannot even become a legitimate national question to address until after we ratify a Permanent Constitution and no longer under the 2012 Provisional Constitution that ended the Transitional Governments.
