Eligibility criteria for Somalia's presidency

In my honest opinion since the paper central government of Somalia virtually has no control over territory outside the Hawiye majority region of Banadir, surely only a Hawiye person should be allowed to become the president of Somalia. Also only Banadir pays taxes and other finances towards the federal coffers
Where I am in the UK, since England is the only part of the UK that is directly controlled by the UK central authorities then it makes sense that the British prime minister should only be English not Scottish, Welsh or Northern Irish.

I see reading comprehension isn't a strong point among the Mooge fanboys.......I said that non English people SHOULDN'T become the UK prime minister in my OPINION because only England since 1999 has no self government of its own and therefore is directly ruled by the UK central authorities.
It seems like no one can disagree that a non Hawiye person shouldn't be Somalia's president
