No single clan can take control of Kismayo, unless that clan has direct military and financial support from a foreign entity. Ogaden currently has direct support from Kenya. As long as Kenya is supporting Ahmed Madoobe and his several thousand-strong Ogaden boys, Marehan as a clan will never administer Kismayo. Marehan as a clan cannot use Somalia's government for their own personal interests as well. So, you're in a tough position.
