i mean there r two scenarios one is that Qatar facilitated and Kenya agreed as a goodwill to resolve the maritime boundary dispute amicably between her and Somalia. if there is no interests in Kenya in this and Janan and Co Abbas r leaving without its permission just bc they paid Qatari through NISA then they were free to begin with and the war was intra-Gedo conflict as we was clear from the beggining.
