I would suggest three things for them.

1. The new admin must be fair on all levels to the inhabitants. Including fair representation. Laying the foundation right is worth it.

2. The capital must be in Gedo region solely because most of the opposition to the now defunct JL admin is based in Gedo. Baardhere or Garbaharey is good choices.

3. New name for the state is needed. Jubbaland is too associated with warlords, foreign influence and injustice.
Jubba State is good name imo.

From the days of Barre Bootin Dheere to the Farmaajism era, Beesha C/Waaq and Garbahaarey must have held at least 100 conferences for the purported Jubaland elders, and yet there is nothing to show for. If anything, Farmaajo has united Reer Jubaland with the exception of his Reer Diini subclan. For a long time, he wanted Jubaland to attack Buaale to stretch the forces, but no one fell for Hurdaaye tricks. Now, let us see if his Haramac or Gorgor or whatever he calls them can capture Buaale.

Jubaland is a historic name. It denotes the Juba river and the land it passes through. The constitution and flag however should be changed. Lastly, I think Garbaharey will be the capital moreso than Bardera. Bardera will be a cosmopolitan city like Garbaharey; Bardera will be due to its location and luscious farms. Best places to invest in the future will be Garbaharey, Beledxawo, and Bardera. They’ll be the best cities. Luuq, Buurdhubo, Doolow will be boom due to their agriculture and their location on lucrative trade routes.

Absolutely not Garbaharey, Baardheere should be the capital. It is a historic town that is known all over Somalia from the time of the Ajuraan till now. Distance wise it borders Middle Jubba so it is in the middle of Jubbaland.

It’ll be Garbaharey most likely and geographically Garbaharey is the middle of Jubaland. But Baardheere is close to Middle and Lower Juba. You do have a valid argument.
