In fact, France wants to make sure Djibouti and Somalia do not merge and in order to make sure of that, the EU will not support a Somali government that creates stability, unity and governance in Somalia. It goes against their interests. The US does not share the same interest with the EU when it comes to Somalia.

That would be funny, if the country concerned was a sovereign independent functioning country. But, if the international community is paying for your wages, army, safety, defensive, the administration of your country. Then yes, they have every right to treat you however they like.
