Good proposal Sahal. Me personally I would like my neighbour Somalia to adopt a UAE style loose federalism (nearly confederalism) and have either Galkayo or Bosaso as the national capital city. Let Mogadishu be like Istanbul or Dubai.

I would make Lower Shabelle leave KG state so that Lower Shabelle and Banadir form a new, sixth state

Lower Shabelle + Banadir state should have Abgal as president and Marka as capital city
Hiirshabelle (Middle Shabelle + Hiiraan) should always have Xawaadle president and Beledweyne as capital city

If they apply Confederation, I do not care much about the capital but I want it to be in a multitribal region like GLK. Mogadishu will be like Dubai as you said. Also GLK is a fortified area with no foreign forces and it will be between two ports and a large consumer market for Hiiraan crops. Now Jowhar and Afgooye supply Xamar and we trade with those in our north eastern and it will also turn the importance of HAG tribes upside down we r alweys in the middle but in this case we could be the second and can be allies as immediate neighbour of Mudug but in Xamar we r the 4th power and not immediate neighbour of Xamar between us Jowhar and afgooye. No Xamar will not need a second region to be a State bc its 18 districts and there will be gorgortan without this it will not happen.
