Progress is measured by improving the well being of the average Somali, fighting/limiting corruption, providing basic services, improving the infrastructure, paying well and taking care of the army & other tangible progresses. America almost 100 years after independence fought a brutal civil war, that lasted 4 years due to the south wanting to secede. A hero who kept the nation together. Somalia has only been a nation for 50 years, the past 30 as a colony pretty much. These are necessary growing pains.
