The difference is Hiiraan admin is part of Hirshabelle admin but locally they r not recognized by beesha dhexe so they respect the local initerests and r making gorgortan on every thing Abgaal had yesterday so they became against this move and Guudlaawe respects the relationship with Hiiraan but he was lobbying for it in the past days until he assessed the situation.
