The average citizen in Hirshabelle is struggling with making the ends meet, violence, corruption, floods, unemployment, food insecurity, periodic clannish clashes that cause one to be internally displaced, etc. Clan militias (like Suudi's) are often responsible for half or more of the struggles the average citizen faces. So, your quote doesn't apply to majority of the people of Hirshabelle.
