There are none. No central weaving storyline. No overall context called "campaign."

It is just Shabaab in disparate movements across a landscape implicating different sets of opposition; Liyu Police here, a lineage group there, another lineage group further.

The only reason Al Shabaab was even able to do that is because, again, they sensed a security advantage which can be explained by the present government bringing systemic dysfunctionality that has led to a regression in security reform.

In the end, something Murax said will become a moral indictment of this failure.

Ever present, if the threat of Shabaab backlash/collective punishment materializes against Somali communities, the nature of irresponsibly having "tribalized" the fight against Shabaab in effect pitting an international terrorist organization not against a professional, non tribal, Somali security force, but against clans---clans as functions of community groups with sick and poor, young and old, fighters and mothers, tycoons and beggers---then one is morally and ethically responsible for the liability placed on Somali communities.

The reason a state has a "state" security force is to protect society by enforcing the law and to shield that society from the liabilities of carrying out that law enforcement.

There is a moral indictment awaiting an authority that absolved themselves of the responsibility of protecting society and instead pushed it upon mothers, the sick, and poor who have no recourse to shield themselves from its liabilities as we have seen so far with targeted assassinations against elders and bombings of ethnic neighborhoods.
