Balanbale is a very dynamic place. The town has one of the best regional hospitals (built with support from the Somali Stability Fund), it just built the largest self-sustaining orphanage in Somalia, and it is in the midst of building the 2nd regional airport in Somalia entirely financed by the local community after the successful experience of Caabudwaaq airport. Now the town has completed one of the few exercises of the voting franchise seen in local Somalia governance in decades.

The town, however, for an indescribable reason, seems to be the target of an intense and sustained information warfare from entities and individuals resenting her mere existence. It is baffling. At every single piece of news or information concerning this town, there is an "engineered" reframing or interpretation of it almost without fail unsupported by the reality.

After the district's successful exercise of the franchise, immediately the topic was made "hot"---not for her achievement in democracy, the trajectory of her development, nothing really about the substantive gains---it was made "hot" merely to make a wedge issue out of the district's equitable and just recognition of some of the diversity in the periphery or perimeter of the district.

This was my comment to one such instigation of a faux or manufactured framing;
Balanbale town is different to Balanbale the district.

Balanbale town is ironically rather homogenous. No part of town is contested. No section of town is in dispute. No single block of the town is stratified differently to another single block in the town.

In the local elections today, elected D.C of Balanbale was Mr Iraad, a Marehan/Bah-Hawadle/rer Warsame Diini while the post of Deputy D.C was Mr Diini, a Marehan/bah-Darandoole/rer Nuur Diini.

Balanbale district, however, has a border that is merely a mile and half from Guri-Ceel and between the Guriceel and the Hiiraan border, the north/south highway weaves into the southeastern most corner of Balanbale district before entering Hiiraan. Both in that stretch south of Guri-ceel and in fact immediately west of Guriceel, there are equities implicated in Balanbale "district" belonging to Guri-Ceel that no just solution can ignore.

The district, however, not Balanbale town or settlement.

You are just interested In a faux "controversy."

It is from multiple disparate groups. I do not know specifically about the referenced Canadians, but I would say there is an element among the these groups without equities to affect or be affected by in this subject motivated by pure spite.

The more visceral, albeit relevant group who do imagine possible effect on equities, are the merchants of conflict creation predicated on scamming the largesse of humanitarian/donor peace-building and "conflict resolution" grants and bids.

Truthfully, they have tried to milk Balanbale to death and in 2022, as can be seen from the District Council elections, the District is not just merely refusing to bear fruit for them, but is actually, in fact, headed in the opposite direction.

And that is the District, because the Town ---well, the Town is irrelevant to even addressing this subject.

I have always found it boring myself, but clarification is important considering the misinformation was allowed to ran rampant without being addressed. I specifically took on this topic to provide clarification not to anyone else, but other Marehan seeking information since information concerning Balanbale was limited.

Btw really I should even add, Balanbale is a topic that has been taken advantage of for one reason and one reason only; Marehan/especially Bah-Hawadle, and particularly rer Siyaad have allowed their relationship with Rer Liibaan of Rer Ayaanle/Cayr to go on in perpetual detente without seeking closure.

Detente is cold war. Two siblings living in the same house can be in detente and not be on speaking terms.

Closure is important. You either resolve your issues and make up or you agree to separate and end all contact.

Recall what I relayed before about Rer Liibaan
Turb, my father's reer Ayeeyo section of Cayr/reer Ayaanle/reer LIIBAAN have never even lived with other reer Ayaanle let alone Cayr.

My grandpa (dad's dad) told me before when reer Siyaad moved during Jiilaal, reer Liibaan''s ood would be right next to where reer Siyaad made base.

When rer Siyaad moved back to Galijeer Wells (Balanbale) during Gu, rer Liibaan's new ood would be righr next to our new base again.

I don't even know what conflict between Cayr even caused this behavior in reer Liibaan but even during the civil war in 1991 reer Liibaan (according to my own grandfather) all went to the Beled-Weyne front so they didn't have to be part of the hostilities between Balanbale and Guriceel.

Reer Liibaan and Rer Ayaanle/Cayr and Rer Siyaad Diini have historically been like the Laxmar Dir and rer Ahmed in Dollow, the Murule and Ali Dheere in Mandera-BeledHawa, Maacalinweyne Mirifle and Rer Hassan in Luuq

Essentially the few exceptions where the formation of a unique non-lineage based Xeer contract , typically monopolized by nature and blood lineage, is successfully initiated by the initimacy of environmental cohabitation.

Rer Liibaan ood and by some extension Rer Ayaanle was always next to Rer Siyaad and bah Hawadle ood, but it was not Cayr next to Marehan. It was not Reer Liibaan migrating next to Marehan and Bah Hawaadle migrating with Rer Liibaan next to Cayr. It was Rer Liibaan and some Rer Ayaanle migrating with Bah Hawaadle when Bah Hawaadle migrated within Marehan grazing territory.

The equity being accessed was therefore "Marehan" equity.

Because of the uniquely formed Xeer, Rer Liibaan and some Rer Ayaanle in this case (or say Laxmar Dir in Dollow, Gedo to use another important example of this Xeer in Marehan) were "allowed" to access "Marehan equity" because they were extended "coverage" of the "privilege" extended to Rer Siyaad (or Rer Ahmed in Dollow) as Marehan shareholders.

Basically the grazing land is under the common ownership of "Marehan" (i.e. "Marehan territory").

All the Marehan lineages are shareholders of "Marehan territory" and therefore have the "privelege" to graze in "Marehan territory."

Rer Liibaan/Rer Ayaanle is such a best friend to Rer Siyaad, he can now enter the Marehan house uninvited and without having to knock. He is now hanging out with Rer Siyaad in his room playing videogames or listening to music, working on homework, whatever----and when he is hungry or thirst, he just runs down to the kitchen and makes himself a bowl of cereal and milk or glass of orange juice from the fridge. When and if Rer Siyaad's siblings walk by, they just keep walking by saying "oh hey, rer Libaan" and rer Libaan says "oh bah-Darandoole, what's up browski?"

But that is not his house, those are not his siblings, their parents are not his parents. Furthermore it is not the house of Rer Libaan's parents or siblings and they do not have the privilege to access that he has . It is the house of his best friend rer Siyaad, his sibling bah Darandoole, etc and most importantly it belongs to Mr and Mrs Marehan.

That's called Ood-wadaag, a very unique and rare form of Xeer where natural blood and lineage rights to resources are extended because of the development of intimate relationship from environmental cohabitation.

Well since 1991, Rer Libaan, probably because of not cosigning to the USC attempts against Galmudug Marehan (which would have been the ultimate betrayal) were not "cut off" from Mareham Balanbale, but serious estrangement took place and allowed to fester. Neither we nor they have addressed it head on, but in 1996 a general cold but peaceful co-existence was allowed to form afterworking groups of Rer Liibaan leading Cayr and Rer Siyaad leading Marehan Balanbale working groups established the 1996 agreement.

Well..the estrangement lacking break-up had now, in hindsight, provided the climate that deregulated the access and privilege rer Libaan still held (never having been disinherited of it) to become the exercise of his wider kin of Cayr.

So now we have rer Libaan and some rer Ayaanle "ood" coming into existence originally as privilege extended to "Marehan equity" (i.e Marehan territory) being reinterpreted because of the complex and extraordinary effects of Somalia's conflict since 1991, including the adoption of "federalism" which has vastly redefined understanding of land "ownership."

Essentially, rer Libaan entering rer Siyaad's house originally with the recognition by all parties it was the "Marehan house" was now being engineered to be reinterpreted---not even by rer Libaan but his extended Cayr and Habar Gidir kin---as evidence that the property was a "communal house" in joint ownership between Marehan and "Cayr/Habar Gidir."

This is why Balanbale has been so unique and, even if bitter but markedly low-intense, to say the Gelinsoor issue which was an outright declaration of hostility or belligerence against Wagardhac by Sacad and Saleebaan.

This is why even though the conflict around Gelinsoor grazing land was more violent and bloody, and the Balanbale grazing issue more historically contained, the Balanbale grazing issue is exhibited ridiculously much more emotionally by Habar Gidir. You can observe elements of grief even in the way Cayr react to issues concerning representation in Balanbale.

Btw you can find evidence of the historicity or length of existence of this dynamic concerning Rer Liibaan and Rer Ayaanle of Cayr and Rer Siyaad and Bah Hawaadle of Marehan even as far back as Robecchi in the 1880's.

Not only did Robecchi present documentary of this in his personal observations, but also drew them behind Marehan lines and within the territory he labeled "Marehan." Recall there was no concept of settlement then so the expression of this is visit coinciding with a point in the seasonal circular grazing migration where they were utilizing Marehan grazing holding the privilege to do so with the unique Xeer formed with rer Siyaad/Marehan.
