The only reason why I see him doing this is to say every single cent is needed for war efforts hence no parliament wages for a year.

It would be poetic justice if the MPs salaries were misappropriated.
On a more serious note this is scandalous.
Hsm is intent on deconstructing the Somali State.
Eventually there will only be subclans and their militias.
This strategy is to prevent forever the possibility of the southern masses from achieving universal suffrage.
Hsm and his cronies don't event have clan support never mind popular backing.

HSM can’t touch all the MPs salaries because they would impeach him. Maybe HSM though might just pay the HAG MPs and pocket the rest
