I would be surprising if this didn't happen.
Hsm regime is designed for misappropriation.
No doubt they will amass wealth however, the donors are keeping hsm on a very short leash.

Of course. One can disagree on other things but at least corruption is something we all hate

It seems like they want to redirect these funds to their personal coffers using the ever opaque “war on AS” excuse. This government lacks any moral fortitude.
