Marexaan State Development: Serious Questions

What I don't get is...despite the large numbers of Marexaan overseas and the organization they have (this forum is my prime example) why its taking longer for Marexaan clan members to form a state.
There are 3 levels of states in Somalia. The first tier is Somaliland, which is on the same level as a small African republic. The second tier is Puntland. And the third tier includes Maakhir/Galmudug.
Galmudug is my best example for a state that bloomed in a few short months. They don't have skyscrapers and an organized militia - but they make the best of what they have. I also use Galmudug as my example because it only took months to take the disorganized Sacad clan and turn them into an organized and progressive state. Albeit the whole thing started out as a tool for Puntland just like Puntland started out as a tool for Ethiopia - it still provided some positive kickbacks and a sense of local pride for those who have residence in the state.
I'll let pictures document what I'm trying to show - major developments in Galmudug as a result of the state's creation - this can be Cabudwaaq or Bardheere in 6 months, easily - I just want to know what is keeping those two cities from becoming like this:
