Not exactly, both the SRC and SRSP had an equal civilian and military apparatus. It is just that many civil servants underwent rehabilitation in the early years whereby they received military ranks.
Gen. Eisenhower was an American president with a military background. Gaani used to be deputy interior minister, not health but that is besides the point. Like I said, to be an effective politican, you do not need to be a 'diplomat' or a 'political scientist'.
The only error Barre made was surrounding himself with ineffective advisors. Lets hope insha'Allah he does not make that mistake again.
