The most important proceedings which will take Somalia out of the transition and tasked with ratifying the constitution, the finalization of parliament, the election of the post-transition president, as well as the speaker of parliament will be based on the 4.5 and 18 regions formula of the constituent assemblymen to be named by the elders convening in Mogadishu.
For example in comparison with US electoral forumala:
The Marehan clan = civilian population
The Elders named = Indirect representatives (of civilian population)
The members chosen by Elders = Electoral College (carry the vote of elders + civilian population)
So the process is the Marehan people are represented by their elders and the elders will in turn have the sole choice to pick the Marehan members to sit in the constituent assembly for the Marehan clan. These Marehan assemblymen will make the votes on behalf of the Marehan clan. This makes the process truly owned by Somalis through their respected institutions without usual things about "warlords represented" or "decided by international community". Very ingenious method to make the important votes that will start the post-transition very legitimate and concern-proof.
The above example goes for all clans.
Now the votes are based on 4.5 and 18 regions which has surprising results for Marehan specifically because under that formula and since Embagathi;
1. Marehan is second to Abgaal as the most empowered nominal sub-clan per vote (if you take out all of Isaaq considered "sub-clan" under Dir)
2. Marehan for example has 15% more votes than Majerten in 4.5
3. Marehan has strengthened an alliance voting block among Habar Gidir, Dhulbahante, and various other clans including Dir and minority clans.
It should be an interesting political process that will end the post-transition and which makes Marehan one of the hotter commodities to seek in the constituent assembly and votes for constitution ratification, and election of the post-transitional leadership.
