If this report is true it tells me two things.
1. Kenya has totally abandoned hope of Azania formation.
2. Ethiopia and Barre Hiiraale have had irreconcilable differences.
Ethiopia was never genuine about free the south from AL Shabaab. They wanted to secure only the border districts and leave the interior to Shabaab so they could keep getting aid money in the name of fighting terrorism. Barre Hiiraale broke with them and as a result they had a falling out. This was a well publicized fracture and we knew of this.
What we didn't know (according to this report) is that Barre Hiiraale has been trying to reach an agreement with Kenya but the Kenyans were still hopeful about Azania. Now Kenya has faced the music and has reached a "good agreement" with Hiiraale that caused him and his staff to move to the southwestern border in Ceel-waaq according to Col Warfaa.
Maybe Barre is seeing an opportunity with the Kenya/Sierra Leone official peace keeping mission to start soon which will take responsibility away from Ethiopia throughout Gedo and Jubbas and is using his clout and support base to position himself as the Somali "partner" to the mandate.
