As long as Kismayo is not in the hands of IGAD, there will be no jubbaland.

It is not good to have a district that you are in control of turned into capitol status. Especially when seats for the parliament are being divided up by districts. So good move on Sade.
I was kinda pissed it wasn't Baardheere but after reading Your point here I think You're right.

Capital is symbolic. The battle was going to exist if it was made in Kismaayo and Sade would have been forced to give inches if it was made in their cities. So Bu'aale is good choice.
Beesha Sade got everything it wanted including its name Jubbaland, its declaration in Dollow, as well as the basis of parliament being based on districts.
Advo, what is the basis for your statement about reer Warsame?

Rep, my inside sources (ducaale former advisers) told me about the reer warsame guy, I forget his name and they said they agreed that he will lead Jubbaland.

Bu'aale seems like a good choice. It is in the Middle Jubba and I thought it might make the cut. The town itself is mostly Awlyahan and Bartire but it also has Marehan, Dabarre (D&M) clans. Also this takes the heat off of Kismaayo and keeps Sade firmly in control of their towns.
So
-Name is Jubbaland State
-Parliament is 60
-Parliament to be based on districts
-10 ministers
-State to be announced in Dollow, Gedo
-Capital is Bu'aale, Middle Jubba
-Largest commercial towns are Kismaayo, Lower Jubba and Baardheere, Gedo
-Has own flag, constitution, state anthem

It is a good choice, the only thing I have to say is keep outsiders away from Kismaayo and Gedo
but Bualle will be now a hub for all Jubalanders and Marehan being dominant in Jubaland will move to Bualle and increase the Sade population in the town.
Zingi, Jamaame is under Sade influence bro, and both Jamaame and Jilib are farming towns, I like to keep it that way.
