a few key things you need

1) you need to shout as hard as possible and as frequent as possible about what you want
2) you need to be united as one
3) you need to be prepared to become mucaarad if you don't get your way

 Agree. In fact I think you should always be mucaarad even if your next of kin is the head of the government. Demand and demand and demand.....
when that bardhere bridge collapsed and no gov responded we made noise on twitter and they quickly responded
They haven't even done anything for the Baadheere bridge yet. There is a good chance the money that was supposedly allocated for the fixing the bridge may never be received.

Turb-

The simple truth is being LOUD and even OBNOXIOUSLY PERSISTENT is the best thing-----best thing to overcome the REAL isbaaroley controlling where aid goes.

These "isbaaroley" are two groups who until now have had a chokehold on delegating this aid

1. The main isbaaroley are the so-called "Somali career officers" who are working for the NGO's or the international aid groups. Whether these are contracted employees or direct hires, they are CHIEFLY Somali political agents who would "casually" give their "Somali local expertise" in decision making and "innocently" bring up their clan villages in brainstorming sessions about targer populations.

Since all of Somalia is a shithole generally, one could make a convincing argument for choosing anywhere in it for anything. None of these Westerners think twice about the glaring tribal bias of the decision.

These gatekeepers are historically divided into 2 in the Somalia since 1991;

A. Either they had relative peace and security first like Somaliland and Puntland who at some points where the only places NGOs could work because of insecurity in the rest and so got a legs up in fielding "Somali advisors" and others who ended up becoming gatekeepers
B. Either they had large humanitarian population centers where NGO's were compelled to continue trying even in insecurity like Mogadishu and Baidoa especially where similar "contracted" partners did the work when the NGO's couldn't be there who are now gatekeepers themselves when security improved. People don't know for example that right old Abgaal man Cadaani who bankrolled the ICU and Duduble Hormuud brothers all had their start as the biggest contract workers for UN and WFP when they withdrew in 1995 but still had yo work in Mog.

2. Finally the lask gatekeeprs are affiliated Somali Ministries. Which ever project is being undertaken works in cohort with thr affiliated ministries and in that junction, MINISTERS, DEPUTY MINISTERS, AND DIRECTOR GENERALS who approve and sign off the project can put in a "request" to add this place or that (i.e. their goof)

So Isaaq, MJ, and of southerners Abgaal and Laysaan (particularly affiliated with Bakool) have large NGO pipeline because of circumstance.

Things have been improving with the formation of Federal States and this recent equal apportioning, but previously only the Somali ministry involved could compete with the chokehold of the previous NGO Somali political agents.

Thanks for the breakdown Voltage. Another thing worth mentioning is how NGOs and other aid groups always functioned without anyone bothering them in Bay and Bakool even when Al Shabaab controlled the entire region but they would get killed as soon as they tried to do anything in Gedo or Jubbada Dhexe/Hoose.

saxib meesha its the ancestral homeland of Dalalos it is also Farmaajo's ancestral homeland, we are more than capable of providing 100% of the budget, balse waayo markaan dawlada caawimaad wiligeen ka helin, its about damn fuckingg time we got our share of the pie. 2020 fully functional airport, its already busy with flights because Caabudwaaq has a huge tenth of thousands diaspora, and it is located bang in the middle of Beletweyne and Gaalkacyo while being the largest town in the entire area, so there is a huge potential for business as well as civil customers for this airport.

the temporary runaway was totally prepared by Rer Caabudwaaq and so was the airport that is now closed for further development, where is the multi-million dollar fund for the development of the closed airport ? we expect the government to follow through with its pledge and make it all transparent.

Rer Caabudwaaq guuleysta, what ever the case we need a international airport that meets the standards, there is both a huge demand for export/import as well as passengers.
