Saddam perceived you to then be trolling per his dismissal, but it is possible you may not actually understand the issue sufficiently enough to even get what he said.
So in the present Somali government, we have a system called 4.5.
4.5 is a proportional representation system agreed to by every single recognized Somali community.
It awards on a guaranteed, proportional basis the division of parliamentary seats and governmental positions to all of Somalia's communities.
It essentially says every single Somali is represented in the state building process through their guaranteed, apportionment.
Well the provisional constitution that came out of this process "explicitly" says the administrative organization of Somalia recognized as a base going forward is exactly what it was on 1/1/1991.
Not a day before or after 1/1/1991; but exactly what it was on 1/1/1991.
Decades earlier is a ridiculous topic of discussion when the provisional constitution directly establishes the irrelevance of what the administrative organization was even 1 day before or after the specific identified date.
As such, Saddam answered perfectly in legal terms the bases of the 18 regions.
One's "opinion" about what Somalis would choose is creating an irrelevant conversation since the Somali "choice" has already been declared for the whole word when the provisional constitution with strict language was adopted by all of the Somali people's representatives through the ratification process.
