Saddam perceived you to then be trolling per his dismissal, but it is possible you may not actually understand the issue sufficiently enough to even get what he said.

So in the present Somali government, we have a system called 4.5.

4.5 is a proportional representation system agreed to by every single recognized Somali community.

It awards on a guaranteed, proportional basis the division of parliamentary seats and governmental positions to all of Somalia's communities.

It essentially says every single Somali is represented in the state building process through their guaranteed, apportionment.

Well the provisional constitution that came out of this process "explicitly" says the administrative organization of Somalia recognized as a base going forward is exactly what it was on 1/1/1991.

Not a day before or after 1/1/1991; but exactly what it was on 1/1/1991.

Decades earlier is a ridiculous topic of discussion when the provisional constitution directly establishes the irrelevance of what the administrative organization was even 1 day before or after the specific identified date.

As such, Saddam answered perfectly in legal terms the bases of the 18 regions.

One's "opinion" about what Somalis would choose is creating an irrelevant conversation since the Somali "choice" has already been declared for the whole word when the provisional constitution with strict language was adopted by all of the Somali people's representatives through the ratification process.

As The stakeholder of Galmudug - how do you feel that mx claim that they have more of a stake in regards to their representation i.e the two towns or 2 town clan. This is very problematic. Its like reer xamar claiming Muqdisho .
Having MX claim Galmudug is a surplus for us HG, having them under Galmudug was a strategic move that has helped us penetrate Ethiopia Somali Galbeed deeper, we now have more connection than 1 with Somali Galbeed that might help us foster deeper relations security, economic and political wise.

Any MX issues in Somali Galbeed is from now an Galmudug issue, so them having representations in Ethiopia is us GM having one too, and perhaps through that kind of releations wil other clans from GM too get representation in Somali Galbeed..
I can accept this answer as it is logical. Its good to control and consolidate lands in the interest of your state.
