That's why we have administrative units. The D.C is D.C for this reason. Going forward, we should stop treating these titles as mere decorations. They should be part of their review, how successfully they PREVENT onflict from starting, how successfully they DIFFUSE it before it turns into armed clashes, and how successfully they STOP it quickly if clashes take place.

D.C need to have the infrastructure and mechanisms in place at the NEIGHBORHOOD level, they are the lowest administrative unit for this reason.

They need to have a conflict advisory group OFFICIALLY with representation from every single group and not just clans, but from women, the youth, the religious community along with the traditional clan elders.

They need to hire security forces at the local police level that are INTERCLAN. So at the Fiqi Muxumud area, include Gabaabweyn and att thr Gabaabweyn area, include Fiqi so the security forces are institutionally invested in preventing not facilitating conflict. Obviously Marehan security forces would be in both areas and both groups would similarly form part of the policing structure in Marehan areas and at the district level.

Finally, I would also make sure that the Police Chief at ANY AREA be different social group from the majority group in the precinct. So have a Gabaabweyn be head of police in the station at where Dir are majority, have Dir be the chief where Gabaabweyn are majority, havr Macalinwryn be the chief where Marehan are majority and the Marehan br the chief where the Raxanweyn are majority.

Even within the Marehan I would rotate between Subclans; Reer Axmed to Rer Hassan to Hawlraarsame to Habar Yacquub to Faarax Ugaas to Cali Hussein to Cali Dheere to rer Garaad, rtc etc etc.

We need to learn from 200 years of American failure.

Segregation doesn't work and Separate but equal is never Equal and is only Separate.

I would even RADICALLY alter how D.C are chosen, with the same rotational system with the groups in one area being eligible for a different district.

Heck why not have a leadership PIPELINE; place the next batch of D.C as DEPUTY D.C to the district they will succeed to D.C.

That way, they havr administrative experience in the districr and know the needs

Or maybe have a stint as a Deputy D.C for security in one area, then another stint as Deputy D.C for development in another District then have them serve 1-2 terms as D.C for both area.

Do you know how organized the administrative structure will become with a hugely beneficial leadership training pipeline.

It would also hugely contribute to conflict diffusion because wr would finally separate property ownership and political power.

Obviously at the representative local council level the gole would be the local communities but the EXECUTIVE unit is part of a separate Federal system.

Those D.C would go on to become deputy Governors and Federal State deputy Ministers and department heads.

I realized something about Somalis, everything wrong with our culture is UNPREDICTABILITY.

Somalis HATE unpredictability; it reminds us of everything we hate about our historical evolution as nomads; not knowing when the rains will fail, not knowing when the grazing will br good, not knowing if this will be a famine or a drought year.

When they have PREDICTABILITY they become normal human beings.

Look at 4.5.

That's what is missing at the Federal and Local level, that same sort of PREDICTABILITY and structure it so there is an actually training anf leadership PIPELINE.

That way you ACTUALLY GET CAREER ADMINISTRATORS rather than worthless RANDOM POLITICAL APPOINTEES who have absolutely no practical administrative skills.

I was speaking to a very good reer Ciroobe Siyaad friend of mine living in Garbahaaray now investing in the health sector there and Beled-Xaawo and he was telling me officially yeah people concluded the fights of the 90's but having Canjeex be named Gov was awkward at first for reer Siyaad. When I asked him why that was when Maxamuud Sayid was living and speaking for Garbahaaray for years without even official title or appointment, but strictly as the Marehan leader of the Marehan section which had congregated there opposing Janan and Fartaag? He said the thing is Maxamuud was always at the national level and was always political including being in Garbahaaray countless times. Canjeex was the regional commander under Maxamuud and really the face of many of the clashes. And he had never really come to Garbahaaray or mixed outside of Luuq since those times. Even when officially invited for some occasion, Canjeex would always end up with a polite cururdaar.

So because of those reasons, when he was named to Governor's House, he was like I remember the city's elders (the rer Siyaad ones) were anxious not knowing what sort of relationship they and the Gov would have.

He said all this time THEY WERE BOTH NERVOUS ABOUT EACH OTHER. Canjeex all this time avoided them because he thought they carried special cuqdad for him and reer Siyaad elders all this time thought this guy must have special enmity for them when even MSayid and them had warmly made up by then and not him.

He tells me there is not a more close or warm bond between Garbo and a Governor than the relationship Canjeex established early on. He said this guy is such a NATURAL administrator wallahi. Even the fact they were able to early on understand the problem is because as an administrator he came to the seat prepared to be a professional and knew how to navigate the system.

So I just remembered that conversation because of this topic and It is obvious that Canjeex IS a natural administrator BECAUSE he was the D.C of Luuq FOR YEARS. Imagine the administrative experience this guy gained.
