I would say it was a combination of both. He had to make a choice between Indacadde, Daahri Aweis (Cayr) led Somali ICU or AY, Mooryan led TFG. Obviously, and correctly Barre didn't go with either option, and fortunately everything ended up better for Beesha in the long run.

Nah sxb, it was not a combination of both. Barre wasn't at that time sworn in as Defense minister, the reason (and I have heard this from his mouth) why the clan-alliance attacked was because he told them that Cayr would have no say in Jubbaland once it is established. This made them assemble a multi-clan force with the inclusion of Oromos and Eritreans foreigners.

Actually, Barre wanted to create Jubbaland and hand over the administration to reer Jubbaland and let them come up with someone to fill both the presidency and vice-presideny's seats. His main aim was just to implement the state.

This is my mindset exactly. Whether its the Gedo maamul, or the more challenging Jubbaland Maamul, I don't understand how people cannot understand this simple logic. Build the institutions first and then worry about the technicalities and other things later. I know I'm being a cynic, but if Reer Gedo are having trouble making a maamul shouldn't it be even more difficult to make one for ther other two Jubba regions?

Luq, that baffled me as well in the past and Barre re-iterated this point when he gave an interview to Radio-Mandeeq. But now, don't worry sxb, from what I heard, the administration for Gedo is going in the right direction at the moment. Before Jubbaland is announced, Gedo's administration should fully functional.

Jeffrey, as Xoogsade will be more than happy to tell you I knew why Seeraar had not been in Kismaayo for the longest time even while Xoogsade was very supportive of him. That they were also told point blank no such thing as JVA will matter in Jubbaland and will not get a single position is something I myself have written here BEFORE Barre was forced to leave Kismaayo by the ICU.

Were the Cayr carrying grudge and baiting their time? I do not disagree that is why it was Seeraar himself who met Morgan at the airport and welcomed him to Muqdisho.

However, the day Barre accepted the Wasiirka Gaashaandhiga position and said on HornAfrik, "awaamiirta dawlada ayaan ku shaqayn" is the day the fate of Kismaayo in regards to that time was sealed in the council of the "Al Shabaab".
