True story. Not too long ago I was in a provincial building and some Somali fob was yelling "immigration". One of the workers tried telling him to go to the federal building to have his immigration matters dealt with. He seemed confused and kept asking for "immigration". It was the bloody building to get your health cards renewed, drivers licenses issued, birth certificates given. And what made it ironic is that he looked like a madman who talks about "feydaaraalism" while chewing khat with his friends. I would have expected an 'expert' on 'feydaaralism" to know the division of federal-state responsibilities
