First step to building a strong police/army is to completely disintregate and disarm all clan militias. There will only be shacbi, police, army. The Army has to be stationed in remote locations and not inside the city. The Army has to also be mixed and there cannot be cases You have before where the units are based on tribe as this leads to clashes. Inside the city the police should have the power, and being that Kismaayo is a big town there has to be some sort of sirdoon/intelligence agency that keeps an eye on all spoilers to the peace.

The best way to disarm all clan inspired militias is from within. Let the marehan deal with the marehan militias just as ogaden should deal with ogaden militias. That way all armed rebells can be abolished without a single shot being fired. After that a coalition favoring neither tribe thats based on betting the state should be established. Power should be shared equally so that no one feels left out.

I have never liked the idea of disarming the Somali people. The right to bear arms must be enshrined in the Somali constitution. Chances are if the population is disarmed, there are still spoilers who will find arms from interested political enemies; the population must be ready to defend themselves lest they be slaughtered like the Tutsi.
Don't even waste your time trying to disarm the population; you will never succeed.

^ I agree. Let each clan disarm itself. Separating the police and army along clan-lines is ridiculous and only calls out for isku-dhac. Also, stationing the military in remote areas is not a good idea. It will drive the military units insane.

Hubka fuduud like pistols people will always have. I'm talking about the big weapons like tikniko, stuff like that. Otherwise people will always feel they could inqilaab maamulka whenever they feel like it.

Individuals carrying a small guns arent an enemy to the state. I agree the right to bear arms should not be completely abandoned. I am talking about militias; be they tribal militias or political militias or even islamic. Obviously a large group of people who are as equipped as you are and number as much as you do, and on top of that oppose your agendas for jubbaland a threat to establishing peace. individuals with guns are harmless and i think thats what you are alluding to.

Either way with or without the elders, I think and hope that big, major weapons will not be allowed in the hands of clan militias no matter who they are. If they are allowed then it will only be a matter of time before Shishkabab are back.
