1.(C) Introduction: This report is part 2 of a two part assessment of the insurgency/counter-insurgency in the Ogaden. Part 1 (reftel) detailed the current conflict dynamics in the Ogaden; this message provides an analysis of the reasons behind the Government of Ethiopia's (GoE) and Ethiopian National Defense Forces, (ENDF) hard and rough response in the region. It also provides recommendations about a way forward for interaction with the GoE in the search for a sustainable resolution to insecurity in the Ogaden.

The TPLF can see whats coming to them, they dont fear any other organisation in Ethiopia today except ONLF. :up:

1-Ethiopia is fearful and paranoid about the rise in strength of ONLF to the extent its shaken the core of the TPLF threatning the "security and survival" of there ethno-fascist regime.

2-There Counter-Insurgency was a complete failure, further gives evidence that the people are with ONLF as the TPLF indiscrimanetly attacked the population as a whole and continue to do so.

3-The U.S and the International Community see only a negotiated settlement as an end to the conflict something Ethiopia is not keen on as that would give recognition to ONLF as a power in the region.

4-Ethiopia is frustrated at the U.S relationship with the ONLF, the USA has had meetings with ONLF delegates and U.S Civil Affairs teams visiting the Ogaden were treated well by ONLF.The vast Oil and Gas reserves in the Ogaden could be a motivating factor for the U.S fuelling there largely nuetral stance, any further exacerbation of the conflict could see the U.S exert more pressure on Ethiopia to negotiate as they already mentioned in this cable "political dialogue with the ONLF could be key to resolving problems".

5- Ethiopia has failed to convince the U.S or any other country for that matter that ONLF is a terrorist organisation or has links to Islamist forces in Somalia.

6-This cable further proves ONLF and the situation in Ogadenia are no longer in the dark, the successful campaign by ONLF and the wide coverage of Ethiopia's brutal counter have been large contributing factors.We can continue with the struggle with a greater spotlight on the situation, today the Ogaden conflict is on the tables of the U.N, E.U and a large number of Governments.

Onlf has a good plan,and if your a thinking person you will be able to see where their headed.You cripple your enemy before you smite their neck,ONLF is thinking the exact same way malez was thinking back in his tplf days,only diffrence is mingiste didn't know what was coming but malez does and he is powerles to stop it.

the greatest setback to ONLF are Ogaden themselves.
