ONLF Initiates Coordinated Attacks, Suffers Heavy Losses

¶12. (C) UN Security Chief Macapili told PolOff the
coordinated ONLF attacks on GoE and military installations
across the Somali region on November 11 were a strategic
victory, despite heavy ONLF losses. The level of
coordination and large number of insurgents involved
surprised many in the region, and the UN Department of Safety
and Security believed the attacks represented increased
capability, strength, and membership of the ONLF. Macapili
added that the attacks, launched three days after the GoE
released a statement that the ONLF presented no threat to
government interests in the Somali region, was likely
designed to demonstrate the ONLF's relevance and tactical
abilities. Attacks were carried out in 21 locations across
five zones, but Macapili described four of these attacks as
"very well planned" and the remaining 17 as "hit and run"
attacks that may have been included on late notice. Macapili
reported approximately 200 ONLF and 50-100 government forces
were killed in the attacks. (Comment: UNDSS's figures on
attack locations and casualties match estimates received by
other Mission sources. As is common, the GoE and ONLF
respectively released figures demonstrating few losses on
their own side, and greater losses on the opposite side.

wrong stats there upside down he should have asked the hospitals in Harar and Jigjiga they were closed to the public, correct assesment of JWXO. :up:

They hid there losses in Obole as well but the elders/civillians who were forced to help with burying and taking the injured tell of the losses-They even asked for blood money.
(C) Degehabur elders told EmbOffs that: 1) more than 200
Ethiopian soldiers had been killed at in the April 23 attack
on the Chinese oil site in Abole
; 2) clans are refusing to
pay blood money, to the GoE for the deaths; 3) women were
gang raped and killed by the ENDF in response to this
incident; 4) the GoE is asking each community to provide 50
men for militia, but many will only muster between 10-20; 5)
health workers are exempt thus far; and 6) the ENDF has been
hanging people. One Degehabur elder said that in areas where
the ONLF had been active, the ENDF has denied communities
access to water for as many as 10 days.

12. (C) Van Orden corroborated reports from other contacts
that five weeks earlier the ONLF had surrounded the entire
town of KELAFO (in Gode Zone), using a force of "several
hundred" with "technicals" (vehicles with mounted weapons),
in an attempt to kill the town administrator, suspected of
corruption. An Italian Muslim residing in KELAFO was not
touched. (NOTE: Italian Charge confirmed this in a separate
meeting; see ref B. END NOTE.)

13. (C) Van Orden reported that Chinese workers had withdrawn
from the oil exploration facility attacked on April 24 by the
ONLF (ref D), which he noted was north of Degehabur. (NOTE:
Chinese charge, in separate meeting on July 3, confirmed the
Chinese company's withdrawal from the Ogaden, stating they
had "completed their work." END NOTE.) Van Orden said
Ethiopian casualties of the ONLF's attack had all been
"highlanders" (i.e., ethnic Tigrayans or Amhara, whom the
ONLF believe have exploited the Ogaden).
