yeah but mudug is a obvious problem for federalism......which "state" will it be under as it is divided between two clans
in my opinion every region of the 13 should be independent from one another and be all-inclusive
mudug= 5 district which 3 is puntland. As for the other 2, they can join whoever they want. PL mudug is part and parcel of future republic of Punt. inshallah
