The perennial problem of water supply in Lasanod

Here apparently a number of private companies have joined hands to seek a solution to the problem of supplying water to the city of Lasanod whose growing population is estimated at 120,000. Laasanod town is encircled by low hills and lies in a basin drained by a dry stream passing south of the town.The perennial water shortages are compounded by the saline nature of the subterranean water in the town and its surrounding areas. This salinity is characteristic of the Nugaal River Valley wherein lies Lasanod. The current water supply is either from the berkeds or from shallow wells dug in the dry stream south of the city. Several attempts by Ngos, individuals and administrations have attempted over the years to address the critical water shortage in Lasanod, to no avail, mainly because of the high levels of salinity in the subsurface water. The available water is scarce , salty and overpriced.
The only solution would be piping the water from a region outside the Nugaal Valley, where the water is fresh, or building a huge freshwater reservoir to capture rainwater and stream runoffs during the rainy season . This would be a huge project which would need significant funding, and is usually undertaken by governments, international donors etc and not individuals or businessmen.

I hope that this initiative, while worthy, is not based on sentiment, but cold hard facts backed up by a thorough hydrological survey.

Should have stayed with Puntland since they control majority of the water supply from the Nugaal River, now they have no incentive to help out

The Nugaal River is a wadi or dry river valley that spans across Togdheer, Sool, Sanaag and Nugaal regions. It is a long, shallow and broad river valley that has an extensive network of seasonal streams, which fill with water during the rainy season. The valley drains from the higher plateau in the north, West and southern parts of these regions to drain at Ayl in the Indian Ocean.

Given these geographical facts, kindly tell me how Puntland controls the majority of the supply of water in the Nugaal Valley. Perhaps they control the majority of rainfall in the area as well?

Higlada has a well you can drink from it's 35 minutes away, meaning there are places outside of Laascaanood they can build wells to support Laascanood water needs.

Never mind the Puntlander, to him Geography nor how the water follows doesn't matter, Faan ba dardaraay.
