Terms of Reference of the Technical Preparatory Committee of SSC Congress
The declaration of the SSC Diaspora Consultative Conference in London recommended that an all-inclusive Congress be held for SSC people (both at home and Diaspora) inside the country at the appropriate time and without delay.
The declaration also recommended that a Technical Preparatory Committee / Gudida Farsamada Qabanqaabadda Shir weynaha of Diaspora representatives be set up to travel to SSC territories to assist counterparts inside the country to select the meeting venue, decide on the time of the meeting and work on arrangements for a successful Congress.
The Technical Preparatory Committee shall comprise fifteen (15) members that will be selected by the Diaspora community on the basis of the traditional division of 1/3 each for the three components of Beesha Dhulbahante, and will comprise individuals of high stature and influence within SSC communities. The terms of Reference delineate the objectives and responsibilities of the Technical Preparatory Committee or Gudida Farsamada Qabanqaabadda Shir weynaha.
The objectives of the Technical Preparatory Committee are for its members to travel (as a Diaspora Delegation) to SSC territories in order to work with and assist their counterparts and the leadership (Isimo & Cuqaal) in the preparation and execution of an all-inclusive SSC Congress.
The responsibilities of the members of Technical Preparatory Committee / Gudida Farsamada Qabanqaabadda Shir weynaha are to:
* Travel to SSC territories as expeditiously as feasible and work with and assist their counterparts inside the country and the leadership (Isimo & Cugaal) the preparation and execution of an all-inclusive SSC Congress;
* Consult with their counterparts and the leadership of the communities inside the country on the unity, security and all other relevant issues;
* Participate in the process of finalizing arrangements and logistics for an all-inclusive congress of the SSC people inside the country;
* Help in the selection of the venue and time of the Congress as soon as feasible and practicable; and
* Assist in the setting of accountable and transparent management of resources earmarked for the Congress inside SSC territories (in coordination with the Finance Commission established in the London Consultative meeting and local leadership)
Terms of Reference of the SSC Diaspora Consultative Conference Implementation Committee or “Gudida Fulinta”
At the conclusion of the SSC Diaspora Consultative Conference in London, select participants of the conference were assigned the responsibility of ensuring that the recommendations enumerated in the Declaration of the Conference were communicated to their respective communities at their countries of residence and that every effort should be made to implement the recommendations. The selected participants, named as the Implementation Committee or “Gudida Fulinta” are tasked to ensure that the objectives and recommendations of the Conference are realized.
The main objectives of the work of the Gudida Fulinta / Implementation Committee are to:
* Communicate to the SSC Diaspora–especially those in their areas of residence—the recommendations of the Consultative Conference;
* Mobilize the human, financial and other resources of their communities to support the recommendations of the London Consultative Conference; and
* Assist in the implementation of the recommendations specifically the convening of an all inclusive Congress inside the country for SSC people, by raising funds from their communities
The scope and specific tasks of the Implementation Committee “Gudida Fulinta” shall focus on the following key elements:
* Organizing their communities to generate a consistent voice for the unity of SSC Diaspora, including the selection of broad–based subcommittees;
* Establishing Finance Committees to raise sufficient funds for the Congress in SSC country; and
* Establishing contacts and communication with the authorities of their countries of residence in order to explain the Conference recommendations and the cause of the SSC people to determine their destiny, in peace among themselves and with neighboring communities inside Somalia and in the Horn of Africa at large.
To offer the UK and other Diaspora communities (Canada, Minnesota, Ohio, and UAE) enhanced representation, augment their community and resource mobilization efforts, and strengthen the unity of the Beesha, the following additional members are added to Gudida Fulinta:
