I know some ciidagale clans inhabited the territory before civilization but why do even the low clans who have no geographical history with the area claim it as their own?

Who does Hargeysa belong to? Habr Awal or Garxajis?

Ruunta ma rabtaa? Cidagale were the first inhabitants and have been traditionally the mayor of the city. The only reason other clans get representation at all is because Cidagale love their Isaaq brothers. They are not greedy. Cidagale welcomed everyone

Cidagale founded Hargeisa but have shared the city out of Isaaqnimo and because it's the capital.

But Cidagale are not the largest in Hargeisa. The invading Sacad Muse are but Sacad Muse always pay homage to landlord Cidagale.

Hargeysa originally belongs to my reer ayeeyo the Cidagalle specifically beelaha Danwadaago & Cabdi Ciise and therefore it belongs to Garxajis, however today the city is shared.

Because It is a Garhajis city. It was originally a Cidagale and Arap village (together use to be called Habar Garhajis with the HY), Sacad Muuse came much
later after being invited by Suldaan Guleed, they gave many of their daughters to Garhajis to make ties with the natives, that is why you can find many Cidagale
whose great grandmothers are Sacad Muuse.
