Is it Ali Adnan or Djama Mahamoud Haid?

Ali Adnan is local Finance Minster in other word he is charge only the local revenue gathering and paying out the government employees through the Tresor National While actual Finence Minister is the Governor of Central Bank of Djibouti Djama Hahamoud Haid a brother of the first lady it is an other position of parallel government pioneered by the first lady among many other thing his duty is to collect revenue from Ports of Djibouti, managing day to day financial institutions and representing Djiboutian government as finance minister for oversea, the only thing he does for the local is to subsidize the shortfall of the local finance minister. Tresor National use to function as Central Bank of Djibouti nowadays a welfare office for those sold their country.
Force (Republican Guard), Finance and Foreign affair mentioned above are dominated by the parallel Government of the first lady,
