skin pigments (melanin) that make your skin brown also affect your eye and hair colour, the more you have of it, the darker your tone.
so it's rare for africans to have blue eyes, (though i've seen a few)
my own mother has a blue circle around each of her pupils.. she's always had it...

it doesnt have to be a disease, however, with older people it's always best to be safe than sorry.
