Gal-Mudug State Doomed to Fail?

I think This State Ku sheeg is doomed to fail. For starters, Sacad and Cery can't see each other on the eye and lets not bring Suleyman close to Sacads because Suleyman will butcher them in day light. Is this Just Sacad State? I went to their Offical website and this is what they had to say:
