That's the plan. Shariif is keeping close contact with the ICU and his old pals. While he is under international pressure at the moment to build an all inclusive government that includes un-savory characters, his main goal is to get rid off former TFG members one by one through a political sphere. Sometimes the pen yields better results than the AK-47 and that's what he realized. It will take time and it will be frustrating initially, but I think all these former goons & warlords in the TFG will be thrown out and replaced with better candidates.
Regarding the future troop issue, Sh. Abdulqadir Ali Omar's ICU troops have already taken over Xamar's security. They are planning to restore order for the time being and isolate former TFG mooryaan. Instead of angering A/Qeybdiid & Dhagaxtuur out-right and risking them going to Ethiopia to re-arm to fight against him. Shariif is keeping them around for now and has told them that their militia need to get out of the city. Delicate business.
