Somalia’s Transitional Federal Government (TFG) has squandered the goodwill and support it received and achieved little of significance in the two years it has been in office. It is inept, increasingly corrupt and hobbled by President Sharif’s weak leadership. So far, every effort to make the administration modestly functional has come unstuck. The new leaner cabinet looks impressive on paper but, given divisive politics and the short timeframe, is unlikely to deliver significant progress on key transitional objectives, such as stabilising Somalia and delivering a permanent constitution before August 2011, when the TFG’s official mandate ends.

Very well written and sensible. I agree with the recommendations, there is no point banging our heads against the metaphorical brick wall which is the TFG. It doesn't work so move on.

The crisis group are opportunists, biased and I would not bother to read them as a credible source. Yeah, here and there they may highlight the obvious, but they are nothing more than opportunists on pay to the higest bidder. Who are they consulting for this time? Who paid for this "report" "investigation" ?

Faroole refuses any dialogue with TFG and this will put a lot more pressure on them come Aug2011.
- To claim 100% victory in moqadishu.
- Lay down the groundwork for the end of transition to presidential elections.
- Show efforts to renegotiate with Faroole.
- Repel advancement of shabab who will begin to take advantage of the last days of TFG.
- Transfer all remaining funds in their control to offshore accounts.
- Exist the scene with 60days to spare.

TFG has 130 days left:Furthermore, if by August, the TFG has not made meaningful progress in coping with its internal problems and shown itself genuinely willing to work and share power with these local authorities, the international community should shift all its aid to them.

Nobody listened for 20 years what is going to change in Koonfur which allows anybody to govern it's affairs. Sharif+Farmaarjo team should be an example of the path forward. Ciyaal where will all these little states get their donar/aid money? You think the worlds economic power houses EU/US/Arab League/Asia will set aside budgets for 10 different geeljire states and engage them seperately? That is delusion. If Somalia cannot get their stuff together and soon then they will eventually be split right down the middle, and Your capitol will be Addis Ababa.
