Best idea on how to unite the Somali's

I was thinking would it be good idea to let every qabiil rule for a 4 year term..other nations like america hold elections in every fourth year..in Somalia we could do the same but the only difference would be there is no election but a new qabiil will get the chance to rule thw nation..if we do this no qabiil will cry about injustice..so what you guys think is this the solution to the Somali problems?..
btw we could allso make a senate like the american one..where every state send's a representative...but our senate will be a little bit different..every qabiil can send one o two representative...and making new law's or anything they can vote as they please..in that way no qabiil will feel left out..becouse they have a man in the senate..will this be a good idea?..
