When will the EMPIRE pay back?

One question the heady black community have asked for centuries on end, 'Where is our REPARATIONS and most importantly our apology?'
Figures show that the empire at the time of the black slave trade are required to pay the wholesome sum of almost 7 trillion pounds of reparations. However the current gov. show no signs of meeting these demands.

So do you think the 'empire' is still obliged to pay, moreover a public apology to be made?
