Siyaad Barre in the middle, Xuseen Kulmiye to his left, Ina Cali Samatar to his right, and Axmed Saleebaan Dafle to the right of ina Cali Samatar. I'm pretty sure one of those other guys is Ismacil Abokor or the person who replaced him. Waxaa marwalba protocol ahaa iney isla saftaan shanta golahii sare.

The guy on the far right with the white tie is Maxamed Sheekh Cismaan; longest serving minister of finance. That man stole more money than all former thieves combined....He owns some of the most expensive luxury villas in Italy and many other places. He is Michael Jiis's dad.

I am not sure of that but here is the list:
Start from far right; Maxamed Sheekh Cusmaan, I am not sure who the guy in military uniform is, then Chinese, then Xuseen Kulmiye, then Maxamed Siyaad, then Cali Samatar, then General Dafle, then some white dude, then General Ismaaciil Cali Abokor, then Col. Maxamed Cumar Jees; the last one I can't tell.
Kanbuli thinks the second last to the left is late Cabdi Warsame Isaaq but I think it is Maxamed Cumar Jees. Both of them were close confidante of the President and members of SRC.

The guy in the military uniform is wearing a different flag on his name tag. It is possible he is some kind of a foreign military dignitary.

I think he's Sudanese, probably then defense minister. I found this old picture of Jacfar Numeiri:
