The somali govt has changed its position againist AMISOMkenya but the administrative issues and the political things are different, the UN and AU will have their civilian staff in the liberated regions to monitor the situation and reduce the AMISOMS political influence... also the EU who are the amisoms biggest funders have lately warned them to act occording to their mandate and respect and respect the UN resolution.

In that situation, its expected all the somali national efforts to reach its goals as it creates a political balance between them-the govt will have the legitimacy and the locals the power.

This will be the first amisom summit about their role in somalia.

The six presidents of countries contributing troops to Somalia under AMISOM are gathering in Kampala this weekend, for an emergency session to harmonise ongoing anti-al Shabaab offensives amid reports of operational cracks among the different armies.

Other countries are Burundi, Kenya, Sierra Leone, Djibouti and Somalia. Foreign Affairs officials in Kampala confirmed that the first-ever summit of the political chief executives of the contributing countries will be at Imperial Resort Munyonyo."

a week ago they said it officially through ambassador ali america that kenya and amisom will depart at the same time and that kenya is doing good job. There is a strong argument says until somali forces are ready kenya has to keep the security.

The govts position was againist KDF operating in kismayo or to deploy multi-amisom, they don't see them anymore as negative, deploying multi-amisom not a first choice, not accusing kenya any more, kenya and the rest are there to help the govt, that amisom are one and that any new operation is depending on them collectively...

As AU they accepted the govts request to deploy multi-amisom in kismayo but this could take 4 months bc they AU said it depends on the amisom countries and their readiness.

Uganda, djibouti, burundi want to expend their operations for economical reasons they even want to get deployed as a navy even in the north but this govt has rejected this yet djibouti wants to have the navy contract but its was given to a holland company

Kenya even if its amisom changes they can still pressure the govt out of amisom by gathering all the failed politicians, most important xamar groups and jamaacaat so the govt will still...

This doesn't mean giving up rather its about changing your official position as even amisom is with kenya because it will be stupid of them to accuse their mission. Thus, the somali govt sees them now just like any other amisom. hope you get it.
The govts petion to the UN and AU wich they are talking about in here is about the negative role of the kenyan amisom and there will be an amisom political change, nicholas kay and anaddif have made diplomatic efforts and what they did was to make the things a proper...thus, there will be a UN and AU civilian staff on the ground though they said good things about the kenyan mission...the only one who was blaming kenya was the govt who become now silent. on the other hand, amisom, military-wise, is an AU mission and the troops depend on them and its some thing between them.

according to military sources that preferred anonymity, owing to sensitivity of the subject, and new President Hassan Sheikh Mohamud upped the ante by pointing at Kenya as lately being a spoiler.

In response to a question from the Daily Monitor newspaper last month in Mogadishu, President Mohamud said: “Now the situation in Kismayu is a bit deteriorating; there’s a conflicting outcome of the process; people are going there, nominating their President; as of now, we have three local presidents in Kismayo; it’s unfortunate.”

He said his government had turned to the regional bloc, the Inter-governmental Authority on Government (Igad), to intervene and “we hope things will improve in Kismayu”.

Other reports suggested Somalia had also formally petitioned both the African Union and the UN over the matter.

Kenya government spokesperson Muthui Kariuki did not never replied to our email enquiries sent on Tuesday, even after he promised he would have responded to Mogadishu’ allegations by 10am yesterday.

In last month’s interview, Mr Mohamud said foreign intervention was to help Somalia build a sovereign state and administration.

In Kampala on Tuesday, International Affairs Minister Oryem-Okello said Uganda has never involved itself in local politics in Somalia because doing so could put Ugandan soldiers in harm’s way.

I think you have not followed the policy of the government. The government never tried to get rid of Kenya, but to remove them from command, and to deploy a multi-national force in Kismaayo. This meeting only confirms that their policy has remained the same and the logistics of it are being worked out.

My friend I understand every thing but there has been secret arrangements inside the AU,UN and amisom... thus, the official position of the govt towards KDF has changed, at the same time kenya has to stay professional...kinda of compromise.

Govt has never said that kenya has to leave kismayo or somalia but has called them of being unfit in that job and not being neutral, accusing KDF being part of the war...where are all these now?

State policies and the political arrangements that is going on are two different things, you can have your own policy and wishes but at the end your not fit to take the responsibilty... There is the change.

Q. Recent developments indicate that Somalia is keen on getting the Kenya Defence Forces out of this country. Why is this?
A. Kenya and Somali are working together, and I am actually speaking on behalf of the Somali government. The KDF was part of AMISOM that really helped us liberate Kismayu and other towns in southern Somalia and we are really thankful because Kenya gave us their blood when some the KDF soldiers lost their lives. Our condolences go to the families of those who lost their lives in liberating and helping Somalia.Of course there will be time when KDF or AMISOM will be required to leave Somalia and when that time comes they will leave but for now there is no intention of us saying that KDF forces or AMISOM should leave. We have our forces that are being trained by this people and eventually when time comes they will take over.

Q. Your Excellency, what is your take on the claims that the KDF is illegally benefiting from the lucrative charcoal trade at the Port of Kismayo?
A: I heard those claim recently, but now that KDF as I had earlier said, are part of the Amisom and we really appreciate for what they have done for us as a country.

Q. But the claims have persisted. Could the illegal trade in charcoal and other activities at the busy port be the reason behind the campaign to get KDF out of Somalia?
A: I don't think so. Remember there are a lot of soldiers under Amisom and not Kenya only. In fact, we have Ugandan, Djibouti, Burundi, Sierra Leone and also Ethiopian forces that all came with an aim of helping us liberate the whole country and that's a plus. KDF has played a major role in the campaign.

As for the amisom summit in kampala, its about the strategy, you can even consider it as a face saving for kenya...its agenda is "to harmonise amisom positions" and no wonder why kampala because musavini is a stratigist and much cares of amisoms credibility. he clashed with kenya before when they were new to amisom and were pointing out one of the clans. He fears this will help al shabaab and all he wants is to keep his job with less damage.

Kenya has 16 officers inside the amisom headquarters at xalane and all they are asking kenya is to work with them practically under one amisom command

If amisom is not backing now the govt in its allegations againist how can you know the respectful command will be different in the future? This is only about amisom reformation.

I think you will be naïve if you think that kenya will give up, its just their tactics...more delayments... and the AU has only taken the note regarding the multi-amisom, this will depend on these amisom countries and they won't do it in the near time.

UN and AU civilian staff will be great as they are independent.
