Somaliland: a U.K. PSC to train and equip a special force to protect oil exploration

The UN is also concerned about the Somaliland government’s plan to hire Assaye Risk, a U.K.-based private security contractor, to train and equip a special force to protect oil exploration workers at a cost of as much as $25 million.

“The deployment of the oil-protection unit could play into internal and regional conflicts that appear to be brewing within Somaliland and between Somaliland and other regional authorities,” Chopra said.

Deeq Yusuf, chief of staff in the Puntland presidency, said his government sees the oil-protection unit as “part of the continued aggression and clan expansion of Somaliland against the territory and people of Puntland.”

Assaye Risk director Arabella Wickham said the 420-member oil protection unit would provide security services to international oil companies allowing the country to pursue one seismic operation.

Defensive Remit

“Within the blueprint, Assaye Risk clearly defined the operational remit of the OPU as defensive and pre-emptive only with a mandate confined to protective services in support of the energy industry,” Wickham said. The “government owned and commercially operated” unit would be recognized by the UN and constituted by Somaliland law, she said.

Puntland already has a similar force known as the Explorations Security Unit that provides protection for Africa Oil workers, according to the Heritage Institute.

Idiot S/L copied the oil protection unit from us. We have had such a unit since 2011. :lol: Focking copycats :twisted:

P/Land have copied almost everything from S/Land
The idea of 'Lands' gobol-mamuleed, where S/Land was established in 1991 and P/Land in 1998
the flag;
the parliament and elders;
p/land elders nominating MP's & selecting the president that s/land had gone through in the '90's
the national elections that failed to take place in last year in P/Land because 'they were not ready to implement' while S/Land have had FIVE public elections;
the civil war you had had between c/lahi yousuf and jama ali jama;
even President Farole had planned P/Land own currency cause he was not happy with the Mogdishu conrolled Somali Shilling, again copying from S/LAND;

You can't take the pirate kid serious. All Somalis know who follows who but that's not the issue.

Pirateland is just a poor project by broke pirates. Their whole so called budget is equivalent to how much SL will pay this British security contractor. In another words, Pirateland has same value as 420 security officers from SL and their few months training course.

he copied that of Somaliland. Somaliland invented the parliamentary system and Puntland copied them

^^^^ Double H The funny thing is that they are proud of how hard they are taxing their people. Their budget in 2010 was 35 million,
and now it is almost 150 million. So unless their economy grew by a factor of 450% :lol: their people are under a very heavy tax regime.

Thank god the government of Puntland is more sensible than this.
This kind of tax burden is not fit for such a low level of development,
and will probably foster increased corruption and slower growth, as taxation always produces dead weight loss.

But hey they must know economics better since they are led by a warlord and were led by a harvard trained economist :lol:

Pirate boy,
President Ahmed Mahmud Silanyo approved the budget worth $220m which is the largest in the history of Somaliland thus facilitating the finance ministry to present it to the House of Representatives, the country's lower chamber of parliament for either approval or rejection as per the constitution.

The central government is said to contribute $152m while the local governments will chirp in with $62m of the 2014 budget which shall for the first time enable security services pay as per rankings.
SL budget is eqavelent to Somalia's overall budget including Pirateland and the donors.
The Somali Federal Government is committed to increasing the annual Budget, His Excellency Prime Minister Abdi Farah Shirdon said today after Cabinet unanimously endorsed the Budget for 2014.

The 2014 Budget is more than double that of 2013 rising from $114.3 million in 2013 to $221 million next year. Only 11 months ago the government used to raise just $2.2 million in tax income, the total raised through local taxes has increased to $130m in next year’s Budget. The remaining $91m comes through donor projects on health, education, infrastructure and economic development.

You totally misunderstood me. What I am telling you is that less than four years ago Somaliland had a level of taxation
that produced as much revenue as Puntland does today. What changed since 2010 is Somaliland's tax collection scheme.
This scheme has an exponential trend, i.e. it doubles yearly. This is BAD for your economy as a developing country because
any cent that goes to the government adds dead-weight loss to an economy. Basically a government can never spend or allocate
funds as efficiently as an individual. This is even true in developed nations with relatively corruption-free institutions.
Considering that S/L is a very poor developing nation, corruption makes such a level of taxation even more harmful.
You should be worried that your government continues on this trajectory of ever increasing
revenues thus strangling further economic development.

BTW this is my area of expertise, I currently intern in the accounting department of a fairly large corporation, and deal with state and federal taxation.

Not true.

Somaliland has not increased any taxation on anyone. Instead it has improved its tax collection mechanism. Companies that were evading taxes are now contributing. It has not put any pressure on the individuals nor businesses.

Overall what you see is a government that is effective and the people respect. It is improving its services as well and has since introduced many ground breaking measures. The security is better paid now as a result while in Pirateland they remain unpaid most of the year and it wasn't so long ago when they were protesting in Bosasso blockading the roads.

Income taxation remains minimal thus there is no pressure on individuals financial freedom. Overall it has created a harmonious state that is in working order for everyone.

Next year its expected it could top $400m budget.

The two men that deserves credit for these reform are no one another than Eng. Hashi and Abdulaziz Samale.

I'm an expert in all fields mate (it's a Somali thing) :mrgreen:

For someone who claims to be in the finance industry. I'm not impressed with you mate and I hope you don't take it personal.

First of all your so called calculation is nothing but childish joke. You should first do basic research and know your numbers before you make fool of yourself.

SL's estimated GPD is $1.5b (please refer to Mr. Bidar's UN report which is readily available on investSomaliland.net).

So on that bases, the percentage on Budget (2015 projection) vs GPD is not even 0.1% percent let alone 30% as you claim. Very amateur mate.

On another note, SL forms of taxation are broken down as follows; duty & customs tax (85% of the income), Sales tax (5%), goods and services tax (GST) (5%) and income tax at a rate of 6%.

Overall it remains one of the lowest in the region.

Mogadishu will introduce hers later this year. Last month it past the bill calling for the re-introduction of taxation system (businesses and individuals).

Overall, my message is what Puntland uses as "security" is irrelevant because SL will pay 420 men and their trainers almost Puntland's entire budget so your foreign agency is irrelevant mate. It's drop in the ocean compared to this deal.

Actually, other than what comes through Berbera port, Khat import taxation (which isn't nearly enough as it shoul be), and a few businesses taxed, SL hardly taxes anyone. Income tax is not compulsary but voluntary and land tax is hardly collected at all. The country is run by chimps can be on $1 billion a year if governed properly. But they'd rather chase useless shiny projects. Imagine wasting $25 million on training geeljires to defend oil rigs that have not been proven. There is so much more you could've done with that money. :mindblown:

nobody knows the gdp its surely not 1.5 billion, most of the economy is in the black economy/ blackmarket
there is no data. and like liquid said, SL hardly taxes anyone.

I am against most taxation though, specially goods and services tax, and consumption taxes unless directed at certain imports that you want discouraged or luxury goods.
I am all for Land value taxation yes i said it i am a georgist :lol: ,
i believe in corporate taxes to control their size and behaviour but no more than 10% ,
i believe all small businesses and medium sized businesses should not be taxed at all.
and i believe income tax is an abomination .,!!!!
If several small and medium sized businesses join in a cooperative/guild and grow to the size of a large corporation they will not be taxed like a corporation if i was in charge.
