Driving laws in the U.S

I just spoke to the Menace and he told me you can talk and text on the phone behind the wheel and the police in Ohio will not even give you a warning, forget about a fine. Is this true?

The U.S is a federal country of course so laws may differ from state to state

Walahi I find strange that AbdiJohn asked me if I was driving while he was talking to me bc I be talking on the phone while a cop car is right next to me at a traffic stop...I be texting too...as a matter fact walahi bilahi I be posting topics of Snet while I'm driving as I'm driving right now ...60% of the day I am driving as a matter of fact
