For 21 years he ruled the country, all of his cabinet and regional governors were fairly distributed clan wise not like today were different clans are complaining. For example the governor of Bari would be Hawiye, the governor of Sanaag would be Raxanweyn. Siyaad Barre was a smart man and knew Somalis very well. He mixed them up and kept tribalism away from politics. I suggest you learn history.
